Well the BJP party was blamed for "Horse Trading" when he did try to offer some of the MLA's of other parties (Congress and JDS) to join them - which though is morally and ethically wrong and while Congress party on other who were in logger heads with JDS party before polls pulled up a surprise stunt to support JDS to form government with unconditionally ! 
, this was done just to keep away the BJP from forming the government in Karantaka. While yes this too isn't morally and ethically right move too.
